Deloitte | 9 Trends Transforming Public Administration Globally

Deloitte publishes the annual report “Government Trends 2025”, which records and analyzes the nine trends transforming public administration on a global scale. This year's edition is based on the study of more than 200 best practices, offering a broad range of examples from Europe, North America, Asia, and Latin America.

Governments around the world are facing a significant challenge: to bridge the gap between citizens’ needs (e.g. affordable housing, energy resilience, digital transition, social equity) and the existing operational capabilities of the public sector. The goal is not simply to carry out projects or increase investments in infrastructure, but to radically transform governance structures and processes, as well as the relationship between the state and society, in order to respond more effectively to a complex, uncertain, and rapidly evolving world.

“Effective public administration is not merely a mechanism for implementing policies. It is a reflection of how a government treats its citizens. Today, expectations are higher than ever. The challenge of the next day is not just technical or administrative, but strategic: how the state can function faster, smarter, and more fairly,”
notes Giorgos Morphoulis, Partner in Engineering, AI & Data, Government and Public Services Industry Leader at Deloitte Greece.

“This year’s Deloitte report aims to address this very question, highlighting the need for reliability, adaptability, innovation, speed, and strategic thinking at every level of administration. The identified trends act as a roadmap for governments that wish to create added value for society, with institutions that are more open, flexible, and resilient—reinforcing citizen trust in a changing environment.
As far as Greece is concerned, the 'Government Trends 2025' report is published at a critical juncture for the country, as international trends can serve as a tool for strategic thinking in the process of planning and implementing new reforms in the administrative system.”

According to the Report, the Nine Trends Are:

1. More effective governance with lower cost but greater value

Governments are now focusing on optimizing their operations to provide higher-quality services with fewer resources. They are moving beyond the logic of short-term budget cuts, adopting more sustainable strategies. By leveraging artificial intelligence and improving organizational structures, they aim to enhance transparency. Through digital tools and structural changes, they seek to increase efficiency, reduce costs, improve service quality, and ensure long-term fiscal stability.

2. Harnessing Artificial Intelligence in Public Administration

The broad application of artificial intelligence in public administration requires dedicated strategies, staff training, and a balance between cost and public benefit. Governments are using AI platforms, developing AI skills within their workforce, adopting autonomous AI tools, and implementing governance frameworks to expand AI usage—balancing innovation with public duty.

3. Reducing bureaucracy

Technological and operational tools—such as artificial intelligence and human-centered design—can eliminate unnecessary processes and bureaucratic obstacles while also integrating data. The goal is to deliver higher-quality services to citizens and businesses, while reducing procedural burdens that hinder the work of public sector employees.

4. Modernizing public services

This trend focuses on the continuous improvement of processes, the adoption of innovative digital tools and new technologies, and the overall redesign of public services to make them faster and more accessible to citizens. Citizens and businesses demand practicality. Governments are responding by removing redundant procedures, consolidating digital channels, and implementing “once-only” policies, minimizing the need for repeated data submissions.

5. Infrastructure for the future—on time and on budget

Governments are leveraging technologies such as digital twins (virtual models that accurately simulate the condition, behavior, and functions of a physical object, system, or process in real-time) to improve project planning and scheduling.

6. Improving citizens’ quality of life

Governments are re-evaluating their policies and partnerships to make essential services (e.g. housing, fast internet) more affordable and accessible for all. At the same time, they are investing in infrastructure and designing new programs to combat social isolation and help build vibrant, participatory communities.

7. Energy resilience

The energy sector is undergoing radical change, with the growing integration of alternative energy sources into the energy mix. Governments are viewing this transition as an opportunity to manage energy demand and supply holistically, strengthen energy resilience and security, and align their energy strategies, policies, and regulatory frameworks.

8. Creating and strengthening the jobs of the future

As AI and automation reshape the labor market, it is essential that skills development keeps pace with rapidly changing market demands. Public entities are leveraging data analysis and partnerships with the private sector, implementing comprehensive learning programs and innovative educational models for upskilling, reskilling, and supporting vulnerable groups in the workforce.

9. Development of the space sector

The space sector is evolving into an area of geostrategic and economic interest. Governments are investing in satellite applications, telecommunications, weather prediction models, and in enhancing national security through space-based technologies, increasing state budgets. They are also reviewing national regulations and international collaborations to unlock new markets and opportunities.
